Kampala, Uganda – On 05th September 2025, His Excellency President Yoweri Kaguta Museveni officially flagged off a team of mobilisers for the 2026 presidential campaign.
The team, led by Hajjat Amina Mukalazi, Special Presidential Assistant at the State House Local Content Unit, will traverse the country delivering the campaign message under the theme: “Protecting the Gains, While Making a Qualitative Leap to High Middle Income Status.” This theme doubles as the campaign slogan, encapsulating the President’s manifesto for the next term.

Linking Local Content to the National Vision
The choice of Hajjat Amina Mukalazi to head and coordinate the mobilisation effort is significant. Her role at the Local Content Unit—established in late 2024—underscores government’s focus on ensuring Ugandans and East Africans benefit directly from foreign direct investment in the mineral and petroleum sectors.
Under Uganda’s local content guidelines:
- At least 50% of companies in extractive sectors must be owned by Ugandan citizens.
- 60% of employees across organisational structures must be East African.
- Exported products must undergo value addition within Uganda.
- Goods and services used in the production chain should be sourced locally from local providers.
By selecting Hajjat Mukalazi, President Museveni is signaling his intent to firmly align campaign priorities with the vision of inclusive, people-centered growth.
Anchoring on Economic Transformation
In his 2025 State of the Nation Address, President Museveni noted that gold has become Uganda’s leading export earner at USD 3.8 billion, followed by coffee at USD 1.7 billion. With the construction of the East African Crude Oil Pipeline (EACOP) underway, Uganda is on track to becoming a major oil-exporting country.
Uganda reached lower middle-income status in mid-2024, with a per capita income of USD 1,136. The campaign’s focus on achieving high middle-income status targets a leap to at least USD 4,490 per capita.

President’s Call to Mobilisers
While dispatching the team, President Museveni expressed confidence in their capacity to deliver the NRM’s message of poverty eradication.
“It seems you are clear about the vision and strategy of the NRM, because that has always been the challenge people face; they don’t know how to get out of poverty,” he said.
The President further urged the mobilisers to act as ambassadors for all government projects while championing the fight against corruption and the misuse of public resources.
He guided that only through discipline, integrity, and commitment will Uganda achieve its qualitative leap to high middle-income status, ensuring shared prosperity for all citizens.
