China Railway No. 10 Engineering Group Explores Investment and Cooperation Opportunities in Uganda

Kampala, Uganda – September 25, 2026: Hon. Hajjat Aminah Mukalazi, the Head of the State House Local Content Unit, met with a delegation from China Railway No. 10 Engineering Group Co. Ltd, led by Mr. Wang Dong, to discuss potential investment and cooperation opportunities in Uganda.

The discussions focused on areas including infrastructure development, housing and real estate, as well as opportunities for the company to participate in Uganda’s growing investment landscape.

Hon. Hajjat Aminah Mukalazi engages with investors during their visit to the Ministry of Finance, Planning and Economic Development (MoFPED).

Hon. Hajjat Aminah highlighted the importance of linking investments to local content, particularly through the employment of Ugandans, skills and technology transfer, participation of local businesses, and the use of locally available materials and services where feasible.

She noted that housing and real estate present important opportunities for structured investment, particularly in the development of quality and affordable housing, modern urban infrastructure and related facilities that respond to Uganda’s growing needs.

Hon. Hajjat Aminah encouraged the delegation to work closely with relevant Government institutions and local partners, in accordance with applicable laws and regulations, as they explore potential areas of investment and cooperation.

She appreciated China Railway No. 10 Engineering Group Co. Ltd for the engagement and expressed hope that the discussions would translate into practical investment opportunities that contribute to economic growth, job creation, skills development and value addition in Uganda.

The engagement reflects the importance of connecting foreign investment with local participation by creating opportunities for Ugandan workers, enterprises and service providers to benefit from major infrastructure, housing and real estate projects.

The State House Local Content Unit continues to monitor and promote compliance with Uganda’s local content policies, regulations and guidelines, with emphasis on ensuring that investments create meaningful opportunities for Ugandans and local businesses.
