Hon. Hajjat Aminah Mukalazi held a high-level meeting with Mr. Yan Jianbo, Acting Mayor of the Xiamen Municipal People’s Government. The Mayor was accompanied by the Vice Mayor of Xiamen, the Secretary-General, the Director-General, the Executive Deputy Director-General of the BRICS Partnership on New Industrial Revolution Innovation Centre, other senior government officials and several prominent Chinese investors.
The discussions explored opportunities for Chinese investment in Uganda’s infrastructure, real estate and other key priority sectors. Particular attention was given to attracting Chinese investors into Uganda’s coffee value chain, with emphasis on domestic processing and value addition rather than exporting semi-processed coffee beans. The Minister emphasised the Government’s willingness and readiness to support investors interested in establishing factories in Uganda to manufacture high-end coffee products.

The meeting also explored investment opportunities in the development of industrial parks, modern manufacturing facilities and supporting infrastructure required to facilitate the movement of goods and strengthen regional trade.
The Acting Mayor committed to continuing to support Chinese investors seeking to establish businesses in Uganda and proposed that the Government consider the following:
- Establishing liaison offices in both Xiamen and Mbale Industrial Park to facilitate investment and investor coordination.
- Establishing an additional industrial park in Uganda.
- Supporting the establishment of a centralised procurement platform to facilitate trade between China and Uganda.
The engagement comes at a time when Uganda is intensifying efforts to attract private-sector investment into key priority areas, including Agro-industrialisation, Tourism Development, Mineral Development, and Science, Technology and Innovation (ATMS). These priority areas are targeted for tenfold growth by 2040, relative to their 2025 levels.
The discussions provided an opportunity to align Uganda’s investment priorities with China’s technical expertise, investment capacity and industrial experience, with the objective of identifying viable projects and establishing strategic partnerships that can contribute to Uganda’s long-term economic transformation.
