Kampala, Uganda – Hon. Hajjat Aminah Mukalazi has officially assumed office as the Minister of State for Finance, Planning and Economic Development (Investment and Privatisation), following a handover ceremony held at the Ministry and witnessed by the Permanent Secretary and Secretary to the Treasury (PSST), Dr. Ramathan Ggoobi.
Hon. Mukalazi received office from the outgoing Minister, Hon. Evelyn Anite, who has served in the docket and contributed significantly to Uganda’s investment and industrialisation agenda.
In her remarks, Hon. Mukalazi expressed gratitude to H.E. President Yoweri Kaguta Museveni for the confidence and trust bestowed upon her to serve the country in the important role of promoting investment and privatisation.
She also paid tribute to Hon. Evelyn Anite for her dedicated service, commitment, and contribution to strengthening Uganda’s investment environment and advancing industrial development.

As she begins her tenure, Hon. Mukalazi pledged to focus on enhancing Uganda’s investment climate by working closely with investors, government agencies, and development partners to address bottlenecks affecting investment and business growth. She emphasized the importance of building investor confidence as a key driver of economic transformation.
The Minister further committed to prioritising value-addition investments that create jobs for Ugandans, support industrialisation, and expand export opportunities. She noted that investment promotion remains central to achieving sustainable economic growth and wealth creation.
Hon. Anite, in her handover remarks, thanked the Ministry’s technical team for their support during her tenure, highlighting achievements such as the expansion of Namanve Industrial Park, the establishment of Mbale Industrial Park, and progress in developing other industrial parks across the country. She pledged her continued support to Hon. Mukalazi as she settles into her new responsibilities.
Dr. Ramathan Ggoobi commended Hon. Anite for her service and dedication to advancing Uganda’s investment agenda. He noted that she leaves behind stronger investor relations and a clear roadmap for investment promotion and attraction.
The PSST welcomed and congratulated Hon. Mukalazi, describing her portfolio as pivotal to accelerating economic growth and supporting the government’s strategy for achieving a ten-fold expansion of the economy.
“The technical team is ready. Our mandate is clear: We shall provide timely data and sound policy advice for seamless execution so that political direction translates into economic results. We are committed to the values of professionalism, integrity, and service delivery,” Dr. Ggoobi said.
Hon. Mukalazi also continues to serve as Senior Presidential Advisor in charge of Local Content and Special Duties, a role through which she has championed the promotion of local content, value addition, and increased participation of Ugandans in the national economy.
Her appointment is expected to further strengthen efforts aimed at attracting investment, promoting industrialisation, supporting local enterprises, and advancing Uganda’s socio-economic transformation agenda.
