Kapeeka, Nakaseke District — Hon. Hajjat Aminah Mukalazi, Minister of State for Privatization and Investment, joined H.E. Vice President Jesca Alupo, Gen. Caleb Akandwanaho Salim Saleh, Chief Coordinator of Operation Wealth Creation (OWC), Hon. Desire Muhoza, Minister of State for Agriculture, Hon. Jacqueline Mbabazi, Minister of State for Gender, Labour and Social Development (Elderly Affairs), and Hon. Dr. Ongalo C. Obote, Minister of State for Teso Affairs, for a meeting focused on wealth creation strategies for the Teso Sub-region.
The meeting was held at the Heritage Nucleus Model Farm in Kapeeka, Nakaseke District, where the leaders examined lessons from the transformation of the Greater Luwero area and explored how similar approaches could be applied to unlock economic opportunities in Teso.
Gen. Caleb Akandwanaho Salim Saleh highlighted the significant transformation of Greater Luwero, noting that the area now has more than 200 industries and over 50 petrol stations along the highway. He observed that the region had moved from being a battlefield to becoming a “money field,” demonstrating the impact of deliberate investment, commercial agriculture and enterprise development.
Gen. Saleh challenged the people of Teso to make better use of the sub-region’s natural resources, particularly its extensive wetlands, and to identify productive activities that can generate sustainable household incomes.
The meeting also highlighted the potential of aquaculture as an important avenue for wealth creation. A key example presented was the Kembogo Aquaculture Park, where young people who had previously lived on the streets were trained and transformed into modern fish farmers. The four-square-kilometre piece of land was provided by the Government of Uganda for the initiative.
H.E. Vice President Jesca Alupo commended the Chief Coordinator of OWC for the work undertaken in transforming Greater Luwero and other parts of the country. She noted that fish farming presents significant opportunities not only in Teso but also in parts of Bukedi and Busoga.
The Vice President further pointed to coffee and other perennial crops as additional opportunities for farmers, in line with guidance from the Ministry of Agriculture, Animal Industry and Fisheries.
Hon. Hajjat Aminah Mukalazi reaffirmed her commitment to supporting investment and the development of agriculture value chains in the Teso Sub-region. She emphasised the importance of connecting agricultural production to investment, processing and markets so that the region can create productive enterprises, employment opportunities and sustainable incomes.
The discussions underscored the need for Teso to move beyond subsistence production towards commercial agriculture, value addition, aquaculture and investment, drawing lessons from the economic transformation witnessed in Greater Luwero.
The engagement brought together key leaders and stakeholders with a shared focus on identifying practical opportunities that can accelerate wealth creation and improve livelihoods across the Teso Sub-region.
