Kampala, Uganda – September 29, 2026: Hon. Hajjat Aminah Mukalazi, the state minister for Finance, Planning and Economic Development (Privatization and Investment), who is also the head of the State House Local Content Unit, met with investors from Fine Spinners Uganda Ltd, led by the company’s Chairperson, Mr. Jas Bedi, accompanied by Mr. Sav Bedi, to discuss the company’s investment plans and proposed expansion in Uganda.
The investors presented plans for a US$420 million project in Gulu, Northern Uganda, aimed at revitalizing the cotton industry and expanding Fine Spinners’ textile operations.
The proposed investment is expected to support the development of Uganda’s cotton value chain by promoting value addition and creating opportunities for Ugandans across production, processing and manufacturing. It also has the potential to strengthen linkages between farmers, processors, manufacturers and other businesses within the textile industry.

During the meeting, discussions also focused on the importance of regional integration and facilitating trade across African markets. The investors expressed support for efforts to reduce border barriers that can affect the movement of goods and limit access to wider regional and continental markets.
Hon. Hajjat Aminah appreciated Fine Spinners Uganda Ltd for its continued investment efforts in Uganda and its interest in expanding its operations. She noted that investments of this scale can contribute to strengthening local value chains while creating opportunities for Ugandan businesses and workers.
She further assured the investors of the necessary Government support, in accordance with applicable laws and procedures, as efforts continue to facilitate productive investments and strengthen local participation in Uganda’s economy.
The proposed Gulu investment is aligned with the broader objective of promoting local value addition, strengthening domestic production and expanding opportunities for Ugandans through investments that connect local resources, businesses and workers to larger markets.
The State House Local Content Unit continues to monitor and promote compliance with Uganda’s local content policies, regulations and guidelines, with emphasis on ensuring that investments generate meaningful opportunities for local businesses, workers and suppliers.
